"Negative ethnicity" is Koigi wa Wamwere's name for the deep-seated tensions in Africa that the world has seen flare so terrifyingly. The genocide in Rwanda and "ethnic" killing in the Democratic Republic of Congo, Nigeria, and elsewhere stand out as examples.
